Los Angeles Existing Buildings Energy and Water Efficiency (EBEWE) Ordinance
There are 2 requirements to comply with the L.A. EBEWE Ordinance:
#1) Submit an Annual Energy Benchmark, rolled out in three phases:

Buildings 100,000+ sq.ft. due by December 1, 2017 (City-Owned Buildings 7,500+ sq.ft.)

Buildings 50,000+ sq.ft. due by June 1, 2018
-
Buildings 20,000+ sq.ft. due by June 1, 2019 (every June 1st thereafter)
#2) Conduct an Energy Audit + Water Audit + Retro-Commissioning (RCx) every 5 years.

Deadlines begin in 2019 for buildings 20,000+ sq.ft. (City-Owned Buildings 15,000+ sq.ft.)
What's the difference between the "Energy Benchmark" and "Energy/Water Audit & RCx" requirements?
DIY Benchmarking vs Getting Professional Help:
2018 Benchmark Deadline: June 1, 2018 (buildings 50,000+ sq.ft.)
You have 2 options to comply with the annual Benchmarking requirements:

Option #1: Do-It-Yourself » (8-15 hours needed from you per building, $100-$400 labor cost)

Option #2: Get Professional Help » (1-2 hours max. needed from you, $147-$258 turn-key cost)
Get an Energy/Water Audit & RCx Quote:
1st Audit & RCx Deadline: June 31, 2019 (buildings 20,000+ sq.ft., based on parcel #)
A Licensed Professional Engineer (P.E.) is required to fulfill the Energy Audit + Water Audit + Retro-Commissioning requirements.
